Project Description

DARE aims to address the cross-country interoperability gap, while enhancing situational awareness and citizens engagement in the context of wildfire and flood extreme events.

The project targets four main gaps in European emergency response: operational standardisation, command structure interoperability, digital tool integration, and citizen engagement. It seeks to harmonise emergency response across European countries by creating guidelines for both technical and command-level procedures, and by developing open-source digital tools that support real-time situational awareness and cross-country coordination.

Conversational Chatbot Development

Design and development of a conversational Chatbot powered by AI to improve:

  • information exchange between volunteers and command centres
  • volunteers management during emergency operations
  • spontaneous volunteers’ engagement and tasking

AI-powered multilingual chatbot enabling real-time information exchange between volunteers, command centres, and citizens during crisis events.

🗺️ Situational Awareness Dashboard

Open-source platform integrating real-time data from hazard monitoring systems, local authorities and citizen inputs, providing map layers, crowd-sourced information and volunteer tasking tools.

📋 Common Response Guidelines

Harmonised Standard Operating Procedures (SOPs) and training modules tested through cross-country workshops and field exercises to improve interoperability of emergency crews.
